So, is it the head coloring that gives away the female of the group? I have seen many balds in my time but I never been able to tell the difference. They have all had the solid white heads.
 
The eagle with the black streaks on its head is probably a three year old bird, what I call a "sub adult." A bald eagle does not get a completely white head and tail feathers until it is four years old.

Adult females are larger than males. That may be hard to tell unless a pair is perched side-by-side for comparison. Check my Edmonds eagles threads in the Bird Photography section for photos.
